There’s also a very low water level with the Hillsborough River, which sits north of Tampa Bay.

According to reports, the strong winds are what push the water out of the bay. The water will begin flow back in with the storm surge.

This same occurrence happened back in 2017 with Hurricane Irma.

According to CBS News, about 2.5 million people were under mandatory evacuation orders as the hurricane started lashing Florida with heavy rain and tropical-storm-force winds in the early hours.
