Man fatally shot at immigration building was with gunman’s ex-wife, police say

Ex-wife was not injured in shooting

ORLANDO, Fla. – A man was shot and killed Monday morning at the United States Citizenship and Immigration Services building in Orlando after a domestic incident, according to police.

Orlando police Lt. Diego Toruno said 52-year-old Alberto Dominguez-Ortiz and a woman were walking into the building on Corporate Centre Boulevard around 9:47 a.m. when a gunman in a car shot at them, Dominguez-Ortiz was killed in the attack.

Police said the person who shot at the man and woman was the woman’s ex-husband. She was not hurt in the shooting, according to authorities.

We heard the gunshots and people screaming and everybody else was just running,” a witness told News 6.

Records show 52-year-old Alberto Rivero-Milia sped off after the shooting and a pursuit was authorized after an officer in a patrol car spotted him.

The chase came to an end at a home on Guadalajara Drive in Kissimmee, where he was taken into custody, Toruno said.

Neighbors in the Buena Vista Lakes community said that home is used as a daycare with an efficiency attached to the side where someone lives. Neighbors News 6 spoke to said they didn’t recognize the man that was arrested but wonder why he ended up at the home. One of the neighbors coming in contact with the suspect.

“There was a gentleman that was speed-walking and when I backed out of my driveway, I almost hit him,” said Luis Martinez. “I asked police after if that was the suspect and they said, ‘yes.’”

The suspect’s white truck was parked along the street, less than a block away from the home where he was arrested.

“We could see they (law enforcement) were swarming and running out there with big guns,” said Martinez.

Neighbors said they were told to stay in their homes during the ordeal.

“Officers had guns drawn and one guy raised his hands. And they took him in,” said one of the neighbors, Norma Orta Simmons.

Police surrounded the efficiency attached to the side of the home. After the arrest parents like LeKaya Miller showed up to pick up their kids from the in-home daycare.

“In a situation like that, you don’t know if this person is armed and dangerous. I’m definitely shaken up, but my girls are safe and all the other kids are safe. That’s all that matters,” said Miller.

Miller has two daughters that attend the daycare. When she arrived to pick them up, she said the children were asleep and unaware anything was even happening.

With little information from investigators, neighbors said they still have questions.

“Why that house? Did he live there? Who was it,” said Martinez. “This is a quiet community so it is alarming, but I hope it was an isolated situation.”

News 6 saw a man in handcuffs put on a stretcher and loaded into the back of an ambulance on Guadalajara Drive around 12:30 p.m., although it’s unclear if he is the suspect.

Neither the victims nor the suspect worked at the building.

“It is a federal building, you are correct, and we will work with the federal partners to determine how and what and all that,” Toruno said.
