ORANGE COUNTY, Fla. – Persistent flooding issues in parts of Orange County are driving local officials to consider a temporary halt on new development in areas near the Horizon West area, Reams Road and Ficquette Road. County leaders say unchecked construction has contributed to rising water levels and dangerous conditions during storms, leaving residents vulnerable and roadways impassable.
Hurricane Milton, which struck the area last year, highlighted the severity of the problem. Commissioner Nicole Wilson said flooding concerns have become a recurring issue in these neighborhoods.
“There was really catastrophic flooding following Ian. I was told at the time that it was a one-in-500-year storm. And here we are two years later, and people in that area are dealing with the same issues,” Wilson told News 6.
To address the problem, Orange County commissioners will meet Tuesday to discuss temporary measures, including a potential moratorium on new development in the affected areas. Only critical roadway infrastructure projects would be exempt from the proposed restrictions.
During a visit to one of the most flood-prone intersections, Wilson emphasized the urgency of taking action.
“Well, this road was supposed to have been designed and built elevated, and there were plans that originally — before I got into office — said that would be something that we would be close to finishing right now. And somehow, that managed to get pushed down the road,” Wilson explained.
Local officials say the flooding not only threatens homes but could also leave some residents completely isolated during future storms. The situation has also led to increased traffic hazards, including street racing, as residents navigate unsafe roadways.
County staff will present a recap of flooding issues from an October 2024 report, along with potential solutions during Tuesday’s work session. Strategies will include short-term fixes and longer-term plans that may require Board approval.
“This moratorium is about pressing pause so we can implement meaningful solutions to protect both residents and infrastructure,” Wilson added.
Orange County commissioners are expected to make key decisions during the meeting, including whether to move forward with the proposed moratorium.
