ORLANDO, Fla. – A mother and son were arrested on animal cruelty charges after three dogs were found in a severely malnourished state, the Orange County Sheriff’s Office said.
The investigation began after a tip from Code Enforcement regarding the condition of the dogs at the home of Sandra and Joshua Goldberg on North Powers Drive.

According to an arrest affidavit, the dogs had been brought to a veterinary clinic on March 10, where they were assessed to be in critical condition. Each dog weighed approximately 30 pounds at that time, far below the healthy weight range for their breeds.

Despite receiving multiple cans of wet dog food and instructions on proper care from Animal Services, the situation did not improve. A follow-up inspection on April 10 revealed that the dogs had lost even more weight since their last check-up, deputies said.
The affidavit states that Joshua, 27, and Sandra Goldberg, 51, were aware of the dogs’ deteriorating condition but failed to take appropriate action to ensure their well-being.
On Wednesday, deputies arrested Joshua and Sandra Goldberg at their home and booked them into the Orange County Jail, each facing three counts of animal cruelty.
The dogs were removed from the home and turned over to Orange County Animal Services.
