The investigation found Lowell and the FDOC are violating inmates’ Constitutional rights by failing to protect them from serious harm. Under the Eighth Amendment, a prisoner has the right to be reasonably protected from sexual abuse. “Sexual abuse is never acceptable, and it is not part of any prisoner’s sentence.”
