The rate increase only applies to drivers who pay-by-plate and are billed each time they pass through a toll plaza.

Troopers said the crash happened at 8:15 a.m. on Osceola Parkway and Storey Lake Boulevard in Kissimmee. According to a news release, Hope Balser, 22, was driving the SUV and attempted to turn left onto Storey Lake Boulevard. While turning, the front of the Jeep struck the dump truck, causing it to overturn. As the dump truck flipped, the driver, Jose Rivera, 50, was partially ejected, investigators said.
