Man accused of killing couple in 2018 Ocoee Founders’ Day crash arrested on DUI charge

State wants suspect’s bond revoked

DAYTONA BEACH SHORES, Fla. – A man out on bond in connection with a 2018 crash that killed a couple in Ocoee was arrested on a DUI charge Saturday afternoon, according to the Daytona Beach Shores Department of Public Safety.

Records show a call came in shortly before 4 p.m. about Tammer Mansour, 38, driving near Opus Condos while intoxicated.

Police said when they arrived they found Mansour behind the wheel of a green Ford Expedition sipping from a foam cup while listening to music. An unopened can of beer with condensation on it was on the passenger’s seat, according to the report.

Body camera video shows Mansour repeatedly asking the officer if he was detained or free to go after he stepped out of the vehicle.

“So at this moment, because I can tell the intoxication that you have with the keys in the vehicle we’re going to be doing an investigation at this point,” the officer said.

“I’m not doing nothing wrong,” Mansour replied.

He refused to answer when asked how much alcohol he’d drank that day, according to the footage.

Moments later the officer peered inside the Expedition and said she saw two knives.

Mansour smelled of alcohol when he spoke, his speech was slurred and his eyes were glassy but he refused to submit to a field sobriety test and would change the topic each time the officer asked him to perform one, the affidavit said.

Records show Mansour claimed he wouldn’t be driving for the rest of the day because he was staying at an Airbnb at Opus Condos, where he was parked.

In the bodycam video, the officer repeatedly asked Mansour to take a field sobriety test.

“You keep repeating the question but you’re not answering mine,” the officer said.

“You’re repeating as well,” Mansour replied.

“OK but I’m in charge here so you’re either going to submit,” she said.

“No you’re not,” Mansour interrupted.

He was then put in handcuffs, which he claimed were too tight as he said he only had the keys in the ignition so he could listen to music, the video showed.

He was arrested on charges of DUI and refusing to submit to DUI testing.

On the way to jail, he told the officer who arrested him and was transporting him, “Job well done.”

“Somebody abused you and you’re taking that out on me,” he said.

The footage shows he made several other comments during the drive.

“I was sitting in a parking lot doing nothing,” he yelled.

Because of the recent arrest, prosecutors in Orange County have asked that Mansour’s bond be revoked in the 2018 vehicular homicide case.

Records show that on Nov. 2, 2018 Mansour was driving his girlfriend’s Lincoln Aviator as the two were leaving the Ocoee Founders’ Day Festival when he struck Richard Giannazzo, 54, and Diana Cole, 55, who had also attended the festival and were walking on Silver Star Road.

The Ocoee Police Department said Mansour sped off after the crash until he was forced to stop by witnesses flagging him down but even then he ditched the Lincoln in a parking lot and ran from the scene without helping the two victims.

The vehicle was located nearby and had obvious signs of damage to its front end and windshield and the speedometer was stuck at 78 mph, according to the report.

Giannazzo, a Marine veteran, and Cole both died as a result of the crash.

Mansour was arrested that night on two counts of vehicular manslaughter and leaving the scene of a crash with death. Court records don’t list a trial date.
